In December 2020, ICMPD within the framework of the "Strategic and institutional management of migration in Libya" project held fruitful meetings in Tripoli with Mr Al-Shaibani, Undersecretary of the Ministry of Interior; the Ministry of Foreign Affairs’ Directors for European Affairs, International Organisations and International Cooperation; the Ministry of Labour; the Prime Minister’s Office; and the National Team for Border Security and Management.

The project in brief
ICMPD implemented the "Strategic and Institutional Management of Migration in Libya" project from 2016 - 2021 in collaboration with the Libyan National Team for Border Security and Management (NTBSM). The overall objective of the project was to support the Libyan administration at central and local levels as well as Libyan civil society and academia in their efforts to develop the necessary prerequisites for effective migration governance geared towards improving the management of migration flows and the living conditions of migrants in Libya.
Within this framework, the project is focused on the following specific objectives:
1. To identify the mandate and capacities of Libyan stakeholders (central and local authorities, civil society, and academia) in order to improve migration management;
2. To assist the Libyan administration in improving the current structures, mechanisms, and procedures necessary for migration governance in line with international standards and Libyan specificities and needs;
3. To support Libya’s reintegration into regional and international dialogues on migration.
Project activities focused on enhancing the capacities of the Libyan authorities responsible for migration governance at the central and local level, and the institutional and legal framework for an effective migration governance system, in line with international standards and best practices, to guarantee that migrants are treated with full respect for human rights and human dignity. A particular focus of the project was also on supporting the reintegration of Libya into regional and international migration dialogues.
Project achievements
- Institutional Capacity Assessment of the various Libyan government bodies with a mandate and/or who are working on migration issues;
- Legal Assessment of the current state of applicable migration law in Libya;
- Presentation and publication of the Legal Guide for Foreigners in Libya;
- Simplified Legal Guide with corresponding trainings;
- Development of the White Paper on Integrated Border Security and Management Reform in Libya together with EUBAM and the Libyan authorities;
- The presentation and publication of the "Study on Libyans Living Abroad: The profiling of Libyans living abroad to develop a roadmap for strategic and institutional engagement";
- Capacity building session on diaspora engagement with Libyan authorities;
- The development of the briefing note "Libya and COVID-19: How the pandemic has affected migrants, refugees, and internally displaced persons";
- A total of 10 capacity building events focused on migration governance and inter-institutional cooperation of Libyan central administration, including four study trips abroad;
- The development of a Migration Governance training curriculum and the first migration governance training course, in collaboration with the European University Institute (EUI) Migration Policy Centre (MPC) in Florence;
- The development of a Strategic Contingency Planning Model for Integrated Border Management;
- An Awareness-Raising Session on crisis management and consular contingency planning for Libyan Consular Affairs Services;
- The launch of the review of the Libyan legislative framework relating to the protection of Internally Displaced Persons (IDPs);
- Two academic conferences with participants from academia, the central administration, the international community and the private sector, focused on enhancing Libyan local expertise on migration;
- A total of eight capacity building events for 40 Libyan Civil Society Organisations (CSOs), including a study trip abroad, to enhance the creation of an informal network of CSOs;
- Support to the participation of Libyan delegates to migration dialogues, including the Rabat Process, Khartoum Process, and the Vienna Migration Conference.
