MIND: Supporting Migration Policy Development in Türkiye

Objective:

To contribute to the establishment of a comprehensive and sustainable migration policy framework in Turkey taking into account good practices applied in EU Member States (EU MS) and other countries.

Summary:

The project aims to support the Turkish Ministry of Interior Directorate General of Migration Management in developing evidence based migration policy with increased inter-institutional cooperation and knowledge about regional and global standards. Migration policy development processes from European countries are studied and a comparative report drafted for reference, while the DGMM experts are introduced to regional dialogues in order for the Ministry of Interior to effectively use these as platforms to learn best practices and engage with sending, transit and receiving states, while imparting the notable experience gained by Turkey in migration management over the last decade. In addition, a pilot process on migration policy development is undertaken, involving applied trainings on data collection, analysis, development of alternative policy scenarios and their impact forecasts, as well as the development of Monitoring and Evaluation benchmarks for the scenarios chosen. MIND also has a large awareness-raising component, which will produce a Roadmap for all of DGMMs communication activities, as well as 7 separate meetings with a total of 1400 persons, 700 of whom will be from the migrant and refugee communities. The meetings will enable DGMM officials to explain migration policies through various methods and themes, while receiving feedback from migrants and refugees.
