On 19 June, Michael Spindelegger, ICMPD Director General, attended the Antalya Diplomacy Forum and took part in the high-level panel “Humanitarian Approach towards Refugees and Migrants”. On the panel, he was joined by Mr Antonio Vitorino (IOM Director General), Dr. Kerem Kinik (Red Crescent/IFRC) and Dr. Savaş Ünlü (Director DGMM Turkey). Andrea Sanke moderated the panel.
Objective:
The project aimed at providing assistance to DGMM in developing a concept to determine the areas of responsibility and functioning of a new organizational unit within DGMM to work on a newly established strategic risk analysis and DGMM’s risk management capacity. The strategic objective of the project is to contribute to the timely identification of risks, better allocation of resources and increased quality of the information exchanged with international partners by strengthening DGMM’s risk analysis capacity as well as proactive and evidence-based migration management capacity.
Summary:
Through the implementation of different project activities, the project aimed at developing a concept and a strategy for the establishment and functioning of a risk analysis unit within DGMM.
Among others, the following activities have been carried out:
- A need analysis for the establishment of a risk analysis unit in DGMM,
- A comparative study on institutional models of selected EU MS, established within migration agencies to collect, observe and analyze on migration developments at strategic level,
- Expert workshop(s) to provide information on institutional structures established in EU MS for similar functions,
- Expert workshop to develop considerations on a possible model(s) for DGMM,
- Study visit to an EU MS to obtain direct information on the functioning of similar units,
- A recommendation report to the DGMM in the respective areas of responsibility and functioning of the new Unit,
- Training of the staff of the new unit covering topics on strategic observation, data and risk analysis as well as developing management recommendations.
