On 19 June, Michael Spindelegger, ICMPD Director General, attended the Antalya Diplomacy Forum and took part in the high-level panel “Humanitarian Approach towards Refugees and Migrants”. On the panel, he was joined by Mr Antonio Vitorino (IOM Director General), Dr. Kerem Kinik (Red Crescent/IFRC) and Dr. Savaş Ünlü (Director DGMM Turkey). Andrea Sanke moderated the panel.
Objective:
To provide assistance to the DGMM in developing a concept for introducing a pre-departure travel documents and visa control system in countries of origin, in order to put in place an in advance entry check procedure which will be applied before departure of the passengers from the countries of origin.
Summary:
By strengthening existing procedures through adding an additional layer of entry controls to Türkiye, starting from departure airport at the country of origin, DGMM will be able reduce the risk of arrival of irregular migrants to Türkiye, either without valid travel documentation or visa. Having such a procedure in place would help to contribute fight against irregular migration. In order to achieve the above objective, the following activities have been implemented to develop a concept and a strategy for the establishment and functioning of pre-departure entry check system:
- Desk research and comparative study on models used by EU MS on pre-departure checks at countries of origin,
- Expert workshops and meetings with private companies in Türkiye conducting this service for other countries,
- Organizing consultation meetings with liaison officers deployed in Türkiye for obtaining advice on lesson learned deriving from implementation of this practice,
- Organize a working visit to a possible country of origin where a system could be established: Afghanistan.
- Developing of a recommendation report for submission to DGMM explaining the main features of the model and steps to be taken for establishment of such system for Türkiye
