Summary

“Strengthening National Coordination and Cooperation Mechanisms in Border Management” Project aims to increase Türkiye's technical capacity in the field of border management and to review and strengthen cooperation and coordination mechanisms at central and local level.

The Project plans comprehensive coordination and capacity building activities to support effective coordination of the institutions responsible for border management in Türkiye at the central and local level and to identify the needs in the institutional and legal framework in order to implement the recommendations of the European Commission Country Report on Türkiye for 2023. The structural changes resulting from the Presidential Decree No. 32376, which entered into force on 21 November 2023, with the Presidency of Migration Management (PMM) assuming the responsibility for national coordination in the field of border management, require addressing additional needs arising at central and local levels. Accordingly, the Project will support capacity building activities to review and improve legal and administrative procedures in line with the new institutional structure.

Finally, in the context of enhancing technical capacity and supporting coordination within the PMM, the Project aims to support the establishment of a Department of Guidance and Inspection to ensure that processes and procedures at the local level are in line with national legislation and standards.

Objectives

The overall objective of the SYNCRON Project is to strengthen Türkiye's border management in line with EU standards.

The specific objective of the project is to support efforts to enhance Türkiye's technical capacity as well as to support the strengthening of cooperation and coordination mechanisms in the field of border management at central and local level.

The project has two main outcomes:

  1. Improving the technical, operational and administrative capacities of stakeholders involved in border management at the local level.
  2. Strengthening cooperation and coordination mechanisms in the field of border management at the local and central level.
