Summary

The first-ever aviation security action funded by the EU in Lebanon and implemented by ICMPD

Objectives

The primary objective is to reduce the likelihood of a terrorist attack against the Beirut Rafic Hariri International Airport, or prevent the airport from being used to carry out attacks against airlines or passengers. The risk of terrorists and other criminals eluding detection within the airport facilities will also be mitigated.

The specific objective of the action is to improve the security of Rafic Hariri International Airport, through the following outputs – delivered to the relevant security agencies and CERSA:

  • Improved coordination and cooperation among airport security agencies
  • Increased surveillance and security capacities
  • Improved infrastructure through the provision of equipment and infrastructural support

 

 

 

 

 

 

Lebanese Partners

The Airport Security Apparatus (Airport Security). This is an executive arrangement, enshrined in Lebanese law and functioning under the mandate of the Ministry of Interior & Municipalities. Led by LAF, Airport Security has an overarching mandate on all operational aspects related to the physical security of the airport. It seeks to coordinate with all relevant security agencies, including DGSG, ISF, and LCA, whilst they maintain their independence in terms of agency-specific tasks (such as immigration controls for DGSG) and administration. The emergency response aspects of the airport are managed directly by the airport fire brigade and airport medical staff, also falling within the jurisdiction of Airport Security.

Civil Aviation Training Centre. Established in 2009, Centre d'Entrainement pour le Renforcement de la Sûreté Aéroportuaire (CERSA) is a key component in the action as it will be upgraded in terms of equipment (for training purposes) to allow the operation of new equipment to be installed at the airport and to improve its role as a platform for training development and delivery. The support provided by the action is also expected to enhance CERSA’s ability to deliver regional training, in light of its certification by the International Civil Aviation Organization (ICAO) in 2013 as a Regional Aviation Security Training Centre and its formal cooperation agreement with Ecole Nationale de l’Aviation Civile (ENAC) signed in 2018
