The General Objective of this Action is to strengthen the capacity of the Jordanian government to implement and steer its migration policy framework and objectives.
The Mobility Partnership constitutes the most complete framework for bilateral cooperation between the EU and its partners and involves coordinated implementation of project initiatives in the various fields inspired by the four pillars of the Global Approach to Migration and Mobility (GAMM). 


Accordingly, the Mobility Partnership between the EU and the Hashemite Kingdom outlines four thematic and one crosscutting operational priority area for cooperation between both partners: 

 1. Mobility and Legal Migration, 2. Promoting Border Management, Preventing and Combatting Irregular Migration , 3. Migration and Development, 4. International Protection and 5. Horizontal Initiatives 

So far a previous project (JEMPAS I) has since December 2015 been addressing needs defined by Jordan in the following areas:

(1) Outreach and Engagement with Jordanians abroad for the development of Jordan; and (2) Combatting Trafficking in Human Beings (THB). 

Moreover, since November 2017, the Czech Republic (on behalf of the Visegrad Countries), the Jordanian Ministry of Interior, the European Asylum Support Office (EASO) and the International Centre for Migration Policy Development (ICMPD) have been coordinating a joint approach to reinforce Jordanian capacities in dealing with refugee issues.  

In spite of this far-reaching declaration of intent, JEMPAS, to date, remains the only project directly associated with the Mobility Partnership. Hence, the importance of cooperation established during the first phase of JEMPAS as a foundation for fruitful continuation of the partnership. 
It is against this background that JEMPAS II aims at addressing specific needs expressed with regard to asylum. 

1)    Combating Trafficking in Human Beings (THB); 
What was not provided under JEMPAS I, and what is clearly needed, is on-going technical support to governmental authorities to support the implementation of an effective anti-trafficking response.

2)    Peer exchanges in view of dealing with refugees issues in Jordan
Jordanian authorities have expressed interest in the examples of participating EU Member States whose recent creation of their asylum systems could be of inspiration. In its communication with the Czech Ministry of Foreign Affairs, the Jordanian Embassy in Vienna has expressed its need for capacity building through study visits on asylum and refugee issues. 

3)    The set-up of an EU-Jordan Cooperation Framework on Migration
As stipulated in EU-Jordan’s Joint Declaration on the Mobility Partnership, “the signatories confirm their intention of cooperating on an operational level, including by incorporating relevant partners and actors present in Jordan through a cooperation platform as appropriate”. However, so far no adequate cooperation framework has been established for this dialogue. Hence, the action intents to support the setup of an EU-Jordan cooperation framework to address current gaps and challenges in the Mobility Partnership’s implementation, encourage dialogue and decision making on the way forward, both on strategic and operational levels.


2.    OBJECTIVES: 

General objective - To strengthen the capacity of the Jordanian government to implement and steer its migration policy framework and objectives.

This objective will be achieved through three specific project components:

Component 1, Specific objective 1 - To increase the effectiveness of institutional efforts against trafficking in human beings in Jordan.
(1) Support Jordan to implement, and monitor the progress and impact of the new National Anti-Trafficking Strategy/Action Plan (2019-2022);
(2) Support the implementation of selected activities within the new Action Plan (2019-2022)

Component 2, Specific objective 2 - To reinforce institutional efforts in the area of international protection.
(1) Assess Jordan’s institutional and legal reform needs in the field of asylum; 
(2) Strengthen Jordan’s capacities in dealing with refugees issues.

Component 3, Specific objective 3 – To strengthen the governance of EU-Jordan cooperation in the area of migration.
(1) Support EU institutions, EU MS signatories to the MP, and relevant Jordanian entities in strengthening coordination efforts for strategic guidance and operational follow up to the implementation of the MP;
