The project is implemented by ICMPD in partnership with the National Secretariat of Justice and Citizenship (specifically the Department of Justice Policies) and the Federal Police Department, both institutions under the Ministry of Justice and Citizenship of Brazil; the Brazilian Federal Prosecutor’s Office; the Brazilian National Council of Justice; and the Institute of Migration and Human Rights (IMDH), a nation-wide civil society organization working on migration and human rights.

Summary

The overall goal of the project is to improve the capacity of the Brazilian government, at all levels, to identify, protect and refer victims of trafficking and increase investigations, prosecutions and convictions of perpetrators.
The three specific objectives of the project and related outputs are:
Specific Objective 1: To strengthen the capacities of the various relevant officials, authorities and institutions to enforce the new Brazilian anti-TIP law, focusing on a victim-centered policy framework. Main outputs: (1.1) Training modules for police officers (Federal, Military, Civil and Roads/Highways police forces), prosecutors, judges, and labor inspectors on the new anti-TIP legislation; (1.2) Updated anti-TIP Guide for Federal Police; (1.3) ToT manual and related training modules; (1.4) Content on TIP for the e-learning platform of the Academy of the Federal Prosecutor’s Office elaborated and incorporated.
Specific Objective 2: To ensure better coordination and better information sharing among all parties involved in investigating and prosecuting TIP perpetrators. Main outputs: (2.1) Gaps and needs assessment, with ensuing recommendations; (2.2) Prospective JIT members trained; (2.3) Multi-institutional specialized forum set up; (2.4) High-level meeting in the framework of the AIAMP.
Specific Objective 3: To improve comprehensive services for victims of trafficking. Main outputs: (3.1) Standard Operating Procedures to implement a National Referral Mechanism (NRM) for victims of all forms of TIP; (3.2) Training modules for specialized social assistance centers and selected NGOs on the new anti-TIP legal framework, victims’ rights and Standard Operating Procedures.
The ATENÇÃO Brasil project will help prepare agents and officers throughout Brazil to faster and more effectively apply the new Brazilian anti-TIP law and the Palermo Protocol. Furthermore, the project will allow for a medium to long term impact through: a) ToT manual and training; b) NRM SOPs; c) facilitation of a multi-institutional anti-TIP forum; and d) bringing closer the various institutions working with this problematic in unprecedented joint efforts to identify, investigate, prosecute and convict perpetrators.
