Summary

The Advancing Libya’s Border Security and Management project (ALBSaM), implemented from January 2023 until October 2024, was funded by the Ministry of interior of the Czech Republic and implemented by the International Centre for Migration Policy Development (ICMPD). Its Overall Objective was to contribute to the progress of border security and management institutional reform by supporting the development of an Integrated Border Management (IBM) strategy in Libya. In this regard, it closely tied in with ICMPD’s overarching strategic framework in the Mediterranean region working on Migration Capacity Partnerships (MCP Med), in the pursuit of fostering collaborative migration partnerships, in particular in relation to migration governance.

Objectives

In the effort to enhance the coordination and operational capacity of border security and management institutions on IBM, the project successfully strived to achieve the following results:

  1. The National Policy on Integrated Border Security and Management was reviewed and updated;
  2. The National IBM Strategy was drafted in line with international standards and good practices of IBM models;
  3. A strategic roadmap was designed, in the shape of an Action Plan outline, to guide and support the implementation of the objectives of the draft National IBM Strategy.

 

In addition to the foreseen project outcomes, the project also achieved to:

  1. Develop a baseline legal assessment on the recent and current border management situation;
  2. Initiate the implementation of a selected strategic objective for one ministry;
  3. Provide technical support to various institutions to enhance operational capabilities;

 

These results were pursued and attained through a thorough, collaborative, inter-agency approach between the principal project partners. Namely, the Libyan Prime Minister's Office (PMO), Ministry of Foreign Affairs and International Cooperation (MFA), Ministry of Interior (MoI), Ministry of Defence (MoD) and Libyan Customs Authority steered and proactively contributed to all consultation processes and activities facilitated with the technical assistance of ICMPD throughout the implementation of the ALBSaM Project.
