During the week of 11-18 November 2022, an assessment mission took place in Chisinau, Moldova within the framework of the ICMPD’s “Support to the Complex Improvement of Migration and Border Management in Moldova (SCOP)” project under its Component 1, funded by the Federal Office for Migration and Refugees (BAMF) of Germany. ICMPD Project Manager and the group of experts tasked with the assessment of HR management with regard to business processes at the Bureau of Migration and Asylum (BMA) of Moldova conducted a series of coordinated field activities, including organisation of workshops and meetings with key stakeholders in the country.
On 11 November, Mr. Mihail Voda, the Head of the BMA and Ms. Vera Valuta, the Head of the Legal Department exchanged welcoming words with the ICMPD project manager and the group of project experts. The mission participants were invited to the BMA internal coordination meeting led by the BMA Head with the participation of the Heads of respective departments, including territorial units where the Head of the BMA underlined the importance of successful implementation of the SCOP project and open exchange in order to support the comprehensive mapping of the Bureau’s internal processes.
During the mission, three workshops were organised on Business Operation Mapping with the personnel from the BMA Central Office (Chisinau) and BMA Regional Offices North (Balti) and Regional South Office (Cahul). At the workshops, the BMA personnel had the possibility to actively take part in defining their workflows and identify the main challenges and gaps, and look for possible solutions together with the SCOP project experts.
Throughout the week, the experts divided into well-coordinated groups conducted a number of in-depth interviews with the staff of the BMA Central office and its various departments - One Stop Shop, Call Centre, Centre for Asylum Seekers near Chisinau airport (current reception centre for all asylum seekers), as well as BMA Regional Offices North and South. BMA staff interviewed were consulted regarding the business processes and solutions that could improve it. Eventually, individual interviews with MIA Human Resource manager and Human Resource manager were organised at BMA central office. The expert team and ICMPD project manager touched upon the main HR issues, challenges, and fluctuation of the personnel, as well as workflow on the staff management in the last period and possible recommendations for the forthcoming reform.
