ICMPD recently published the Second Edition of the Legal Guide for Foreigners in Libya to provide interested parties with up-to-date information on migration legislation in the State of Libya.
The “Legal Guide for Foreigners in Libya” is a compilation of the legislation related to migration in Libya. The first version was published in January 2020 under the previous EU-funded project “Strategic and Institutional Management of Migration in Libya” (2016-2021). The second edition was published in November 2023 at the end of the EU and the Swiss Confederation co-funded “Libya’s Migration Technical Assistance Facility” (LIBMITAF) project.
The second edition ensured that the assessment remains accurate and relevant to the complex legal environment, providing users with up-to-date information on migration legislation in Libya. The updated guide includes, among other comprehensive sections on fundamental rights, regulations related to labour migration, the legal framework regulating the entry of foreigners in Libya, as well as specific rules and exemptions based on different categories and purposes for migration. Moreover, the guide details the multilateral conventions, bilateral agreements, and international instruments and declarations that have implications for migration governance in Libya.

The "Libya’s Migration Technical Assistance Facility” (LIBMITAF) project is funded by the European Union and co-funded by the Swiss Confederation (represented by the State Secretariat for Migration (SEM), and aimed at contributing to strengthening the Libyan national mechanisms for addressing migration issues in Libya.
